Senate confirms small business chief counsel for advocacy

Nov. 23, 2011—The Automotive Service Association (ASA) recently announced the U.S. Senate confirmed the presidential appointment of Winslow Sargeant as the chief counsel for advocacy for the U.S. Small Business Administration’s Office of Advocacy.

As chief counsel, Sargeant will direct the Office of Advocacy’s operations, conduct research on the U.S. small-business sector, advocate for small business within the federal government’s agencies and rulemaking processes, reach out to regional and state small-business advocates and policymakers, and foster public awareness of small-business contributions and concerns, according to the ASA.

The ASA said Sargeant has been serving as chief counsel since August 2010 under a recess appointment. During that time, Sargeant has held more than 40 small-business roundtables to hear from small businesses on their issues and concerns. The Office of Advocacy has also filed 56 public comment letters with federal agencies trying to mitigate the impact of proposed regulations on small businesses, according to the ASA.

“It is inspiring to witness the country’s entrepreneurial spirit and it is an honor to represent small businesses everyday,” Sargeant said. “I would like to thank President Obama, the Senate and the small-business organizations and entrepreneurs who have supported my nomination.”

Sargeant, who has a Ph.D. in electrical engineering from the University of Wisconsin, Madison, previously served as managing director for Venture Investors in Madison, Wis. Sargeant also co-founded Aanetcom, a semiconductor integrated circuit design company.

“My background gives me the unique perspective to understand the challenges that our entrepreneurs face day in and day out. As chief counsel I am dedicated to working on their behalf and fighting for their interests in Washington,” Sargeant said.
