Maryland launched a pilot program that uses registered vehicle identification numbers to notify owners of recalls.
The program is funded by a $22,300 grant from the National Highway Traffic Safety Administration (NHTSA), according to the report. The state program could potentially send recalls to owners that might have missed the manufacturer's notice due to moving or cars being resold.
